Knowing where livestock and poultry are located provides valuable information in responding to animal disease outbreaks and food safety issues. These locations are referred to as "premises". Premises is defined nationally as "parcels of land where livestock and poultry are grown, kept, assembled or disposed of" and includes:

Premises Identification allows emergency responders to
- Notify premises owners of disease outbreaks in their vicinity and to take biosecurity precautions to protect animal/human health
- Know which species are located in close proximity to an outbreak
- Assist in other types of emergencies such as natural disasters (ice storms, hurricanes)
- Respond in a more rapid and informed manner when emergencies occur
- Use the information as a tool in all phases of emergency management (preparedness, prevention, response and recovery phases)
- Address the situation quickly, thereby allowing marketing restrictions to lifted
