Agri-Food Market Development Program

PURPOSE:
The Prince Edward Island Department of Agriculture and Forestry has established the Agri-Food Market Development Program to build and enhance local markets to increase the sale and consumption of Prince Edward Island produced agri-food products.  There are four  components to the program: signage, promotion, training, and new product development/season extension.


PROGRAM GUIDELINES:
Projects must:
  • improve the visibility of locally produced agri-food products and the individuals that produce them
  • attract a wider range of clientele to local products
  • increase the promotional activity of Prince Edward Island produced agri-food products, and/or
  • promote the sale and consumption of Prince Edward Island agri-food products

Eligible Applicant:
  • farmers
  • farmers’ markets
  • farm markets
  • agricultural commodity/marketing boards
  • others may be considered upon special request

Eligible Expenses:
  • costs associated with the implementation of the approved project
  • costs incurred between the time of application submission and notification of project approval are eligible for reimbursement. If the project is not approved, all incurred costs are the responsibility of the applicant.
  • approved projects must be completed within the program’s fiscal year
  • no in-kind services shall be used to match Department funds
  • no other government funds shall be used to match Department funds
  • expenditures made prior to application submission are not eligible for reimbursement    

Maximum Contribution:
  • maximum contribution per applicant per fiscal year for all components combined is $10,000
  • funds will be distributed to applicants based on availability. Applications will be accepted on a first received basis and first approved basis.
Application Deadline:
  • applications may be submitted between April 1, 2013 and March 1, 2014
  • all projects must be completed and claims submitted no later than March 14, 2014
    
PROGRAM COMPONENTS:
  1. On-Premise Exterior/ Special Event Signage

    Objective:
    • to provide assistance for the development of new signage with the intention of promoting and/or directing clientele to a direct farm market operation, farmers’ market, or other location which sells Prince Edward Island agri-food products
    • to encourage the use of standards as identified in the Highway Signage Act and on-premise and special event signage as required by Tourism PEI.
            
    Eligible Expenses:
    • costs associated with the design, printing, construction, and installation of approved signage

    Requirements:
    • Installation of signs may require approval from federal, provincial, or municipal authorities.
    • A PEI Flavours logo may be required on the sign according to guidelines.
    • The sign design is to be submitted with application.
    • Photo of sign must be submitted with claim.   

    Level of Assistance:
    • up to 50% of eligible expenses to a maximum of $4,000 for individual agri-businesses
    • p to 75% of eligible expenses to a maximum of $4,000 for agricultural commodity/marketing boards/farmers’ markets
  2. Promotion

    Objective:
    • to provide assistance for the development of promotional material designed to enhance the marketing of Prince Edward Island agri-food products and businesses
    • to encourage farmers and markets to work together to develop and promote Prince Edward Island agri-food products

    Eligible Expenses:
    • costs associated with social media and traditional media advertising
    • costs associated with the design and printing of brochures, posters, banners, maps, recipes, farm profiles, and related materials for “first printing”. Re-printing material will not be eligible.
    • costs associated with demonstrations and registration to exhibit at trade shows
        
    Requirement:
    • A draft copy of the print design or draft text for media advertising must accompany the application.
    • The Department requests the right to approve the material to ensure its promotional message is consistent with the PEI Flavours Brand.  A PEI Flavours logo may be required.   
    • Proof of production of the final product.

    Level of Assistance:
    • up to 50% of eligible expenses to a maximum of $2,000 for individual agri-businesses
    • up to 75% of eligible expenses to a maximum of $4,000 for agricultural commodity/marketing boards/farmers’ markets

        
  3. Training

    Objective:
    • to provide assistance for individuals to participate in training events (conferences, workshops, courses, etc.) specifically designed to enhance the knowledge and skills of marketing agri-food products
    • to provide assistance for individuals to participate in training events specifically designed to enhance knowledge and skills of food safety

    Eligible Expenses:
    • costs associated with the registration and travel costs to the training event
    • costs associated with providing on-site training
        
    Requirement:
    • a copy of the training event agenda must accompany the application.
            
    Level of Assistance:
    • up to 50% of eligible expenses to a maximum of $1,000 for applicant
                
  4. New Product Development / Season Extension

    Objective:
    • to facilitate increased market share through successful presentation of new products to the local marketplace
    • to increase availability of PEI agri-food products by using season extending technology


    Eligible Expenses:
    • costs associated with the design and development of packaging, labelling and product testing
    • costs associated with the purchase of equipment to package and label new products
    • registration fees associated with activities for nutrition labelling / health claim requirements
    • costs associated with the purchase and installation of row tunnel kits, high tunnel kits, hoophouse kits, row cover applicators, cooling units for new storage areas larger than 100ft2 and walk-in coolers/freezers that are 100ft2  or larger. Other projects may be considered if they extend the season and are not in wide use throughout the industry.  
        
    Ineligible Expenses:
    • costs associated with constructing new buildings

    Level of Assistance:
    • up to 50% of eligible costs to a maximum of $5,000 for project
       
CLAIMING PROCESS
Applicants shall maintain an accurate record of expenditures incurred and shall submit, upon completion of the project, the following:
  • a financial statement summarizing expenditures
  • copies of all paid invoices with verification of payment
  • a one-page report on the project and its results in terms of meeting applicant and Program objectives/purpose
  • and, when feasible, copies of material produced
