Terms of Reference
Purpose
The purpose of this project is to review the way government delivers services to children and youth (from ages 0-21 years) on Prince Edward Island, with a focus on the following departments:
- Education and Early Childhood Development;
- Health and Wellness;
- Community Services, Seniors and Labour;
- and Justice and Public Safety.

The review has two main objectives:
1. to gauge the perceived efficiency and effectiveness of the way services are delivered to children and youth on Prince Edward Island;
2. and to identify the best practices, both provincially and nationally, on integrating these services.
The review will seek stakeholder input. It will identify themes through a combination of this stakeholder input, a review of current models and services and government reports.
Desired Outcomes
- To develop a baseline inventory of resources, programs, staffing, expenses, caseloads and multi-departmental use by clients;
- to engage stakeholders in the process, in order to gather their important perspectives on services for children and youth;
- and to develop recommendations, based on the information gathered, to provide guidance and direction to Government.
The role of the “Interdepartmental Advisory Committee” will be to share information with, and provide advice and direction to, the Commissioner as the project proceeds. Monthly meetings will be scheduled to update and receive feedback from the advisory committee.
