When will the profiles of the ABCs be available on the Participate PEI website?
It is our intent to have the vast majority of content for the website completed by the end of October, including profiles by October 2nd. The website, in its final form, will be completed by March 31.
Are there deadlines for submitting letters of interest (LoI)?
For the first round of advertising, we have not included a deadline. This is due to the amount of information gathering, policy and procedure development that remains to be completed. There will be deadlines included in the request for LoI, which will be issued in early-winter.
Should I include my resume, references, letters of support or a cover letter?
Yes. At minimum, a cover letter that expands upon your level of interest in participating in the governing process and lists your skills and/or your specific qualifications would be of use in evaluating membership of the ABCs.
When will my specific ABC(s) of interest be considered?
The appointment process is on-going; as information is gathered regarding specific ABCs, we will attempt to fill them as quickly as possible. Priority is being given to ABCs that have had vacancy(s) for over a year or those whose operation is inhibited by vacancies. Once the ABCs are up-to-date, Participate in PEI will be proactive in addressing vacancies so that the ABCs can maintain productivity. As soon as possible, a schedule of appointments due for consideration will be made available on the website. Due to the volume of applications, only those being short-listed for consideration will be contacted and that will contact will only be made just prior to being recommended for the appointment.
Who makes the appointments?
All appointments are made by the Lieutenant Governor-in-Council (Cabinet). The names put forward for recommendation are the result of consultation with stakeholders, related Departments (normally Directors, Deputy Ministers etc) and Executive Council. Often, and to varying degrees, portions or entire boards of ABCs are made based upon the specific written recommendation of stakeholder organizations. The recommendations are forwarded to Executive Council.
Will information be provided regarding numbers of applicants, including breakdown by gender and region?
Yes. A proactive disclosure component will be built into the program. A breakdown by gender and region will be added to the site within 1-month of the publication of each request for Letters of Interest.
Will only self-identified applicants be considered for appointments?
The long-term intent of Participate PEI is to only consider self-identified applicants. However, if the applicant pool has an insufficient number of applicants or regional and gender balance, Participate PEI will seek input from stakeholders in an effort to encourage more applicants to apply. If necessary, individuals may be targeted to apply based on skills sets and the need of specific ABCs to function as effectively as possible.
What do they pay?
The Treasury Board Guidelines set out five categories of boards upon which honoraria are based:
A-1: Category A-1 includes boards where the Chairperson receives either annual salary or stipend as approved by Executive Council. Chair normally receives a $200/diem and Members a $141/diem. There are often significant expenses for the Chairs of these boards (travel costs, communications, and research) and this is accounted for in the budget of each board.
A: Boards requiring a high level of responsibility and decision-making authority.
Regulatory: Board is required to adjudicate, judge, or arbitrate.
Operational: Board provides direct operational/managerial functions for a specified entity. Chair normally receives a $198/diem and Members a $141/diem.
B: Boards requiring a moderate level of responsibility and decision-making authority; Board is intended to assist the Minister in the administration of the respective Acts.
Regulatory: Board has appeal and/or licensing function.
Operational: Board provides general supervisory role or performs a combination of advisory and moderate operation duties.
Chair normally receives a $159/diem and Members a $108/diem.
C: Board with a lower level of direct decision-making authority. Board performs advisory function to Ministers. Chair normally receives a $112/diem and Members a $72/diem.
D: Boards for which its members receive no remuneration from the Province.
Note: Civil Servants are NOT eligible to receive honoraria payments.
