Taxation and Property Records Division ensures fairness and equity in the collection of provincial tax revenues, and equity and uniformity in the production of provincial and municipal real property assessment rolls.

The division also develops, implements, and maintains land related information systems in the areas of corporate geomatics, registry of deeds, and toponymy - the study of place names.

The mandate of the division requires that services be co-ordinated and integrated both with federal, provincial and municipal governments and the private sector.

Taxation and Property Records Division administers the Province's property and consumption tax legislation and ensures the legislation is applied fairly and consistently. The division also develops and maintains land related information systems and collects tax revenue.

The Administration Services Section monitors and analyzes tax revenues providing detailed reports pertaining to the economic performance of the Province. The section is also responsible for preparing and monitoring the Division's annual expenditure budget.

This section also maintains the Provincial Civic Addressing Program, Property Line Program, and provides property-related geomatics products and services to other Government departments and agencies, and the private sector.

Corporate and Tax Administration Services is responsible for tax administration, processing of tax payments, dissemination of tax information within the Province.

Tax Compliance Services
WHAT WE DO

Tax Compliance Services is responsible for tax compliance activity, including:

  • the performance of tax audits, to determine the level of compliance with consumption tax acts and regulations;
  • the collection of consumption taxes due to the Province in the most effective and efficient manner, with a minimum amount of hardship to the taxpayer;
  • tax interpretations; and
  • tax refunds.

The applicable acts and regulations are the Revenue Tax Act, Revenue Administration Act, Tobacco Tax Act , Health Tax Act, Environment Tax Act, Gasoline Tax Act, and related regulations.

Real Property Services
WHAT WE DO
Property Assessment Services' primary function is to value all real property, as defined by the Real Property Assessment Act, at the indicated market value on an annual basis. This value forms the basis for the collection of provincial and municipal property taxes. The four main programs administered by the section are the Reappraisal Program, the New Construction Program, the Referral and Appeal Program and the Appraisal Services Program. The Geomatic Services section develops, implements and maintains land related information systems in the area of provincial civic addressing, place names (toponymy), property lines and corporate geomatics. The Registry of Deeds office registers, files and interprets all real property ownership documents in the Province.

HST Implementation Project
WHAT WE DO

The HST Implementation Project is responsible for:

  • Providing individual Islanders, businesses, local media and government departments with timely and accurate information on the transition from PST/GST to the harmonized sales tax (HST).
  • Working with Finance Canada to draft a Comprehensive Integrated Tax Coordination Agreement between PEI and the Government of Canada.
  • Coordinating with the Canadian Revenue Agency to provide clear and concise information on the application of HST to goods and services.
  • Working with the Canada Revenue Agency to develop HST/ PST transition rules for the sale/purchase of goods or services that span the HST implementation date of April 1, 2013.
  • Working with the Legislative Counsel Office to amend the Revenue Tax Act and Regulations and the Revenue Administration Act and Regulations to reflect the move to HST.
