PROGRAM OBJECTIVE
The Agriculture Livestock Enhancement Program is designed to improve the competitiveness of livestock sectors within the Prince Edward Island agricultural industry.  Activities under this program are designed to further develop and enhance quality of product and/or efficiency of production for the eligible livestock sectors

PROGRAM DESCRIPTION
The program will have three priority areas:
  • genetic enhancement (includes genetic testing)
  • herd health improvements
  • feed efficiency

Livestock commodity associations are encouraged to make application to this program, to submit a project, or projects, that have been identified as an industry priority.  Submitted projects must address at least one of the priority areas.

The Agriculture Livestock Enhancement Program is a three year program (April 2013 – March 2016).

ELIGIBLE APPLICANTS
Assistance is available to producers in the following livestock sectors:

  • DAIRY
    • Dairy Livestock Genetic Enhancement Project (2013-2015)
  • BEEF
    • Beef Project - Herd Health, Purbred Heifers, Premium Sires, Seedstock Testing, Feed Efficiency
  • HOGS
  • SHEEP & GOATS
    • Small Ruminant Enhancement Program
  • FUR
  • BEES

ELIGIBLE ACTIVITIES
Eligible activities may include, but are not limited to:
  • assistance to purchase high quality breeding stock which have genetics predisposed to improved disease / pest resistance and/or feed efficiencies (i.e. high average daily gain (ADG), high expected progeny difference (EPD), queen bees of high quality genetic stock, Aleutian free breeding stock in mink)
  • assistance to retain high quality breeding stock
  • assistance to complete genetic testing on high quality animals for the purpose of retention
  • assistance for activities related to improving herd health
  • projects to lead to improved on-farm feed efficiency

    Eligible Expenses
  • items as identified in the sector projects which related directly to the program’s three priority areas
  • administration fees to a maximum of 8% of the approved project budget
  • training sessions as related to the submitted projects

     Ineligible Expenses
  • Farm labour
  • Expenditures made prior to the date of project approval
  • Items that can be used for multiple purposes (i.e. digital camera, GPS, Smartphones)

ASSISTANCE
Funding levels may vary by project component and scope. All projects must be cost shared with the applicant, and will be developed in cooperation with PEI Department of Agriculture and Forestry.  No one project can exceed $90,000 and generally projects will not exceed 50% cost sharing with the recipient.  However, the department reserves the right to increase the funding level or the program share, based on industry impact and/or current industry trends.

A total of $300,000 will be available annually over the three year life of the program, and distributed among the livestock sectors listed above.  


APPLICATION AND APPROVAL PROCESS
Applicants will work with their commodity specialist or Departmental contact to develop a project which represents the priorities of that sector.

Application Deadline – all project applications from commodity groups must be submitted no later than May 15, 2013. A second call for proposals may occur at a later date.

Following project approval, details will be communicated to all Island producers in that sector, either by the applicant or the Department.

Projects may be administered by the applicant or by the Department.

Project costs incurred prior to the date of application submission will generally not be eligible for assistance unless specified by the Department at the time of project approval in the approval letter.

CLAIMING PROCESS
To be reimbursed, applicants must submit a claim form to the Prince Edward Island
Department of Agriculture and Forestry with invoices and proof of payment, project report and a program evaluation.


TERMS AND CONDITIONS
  • Recipients of funding under this program are consenting to the public release of their name, the amount of funding received, and the general nature of the project.
    

TERMINATION    
This program is effective April 1, 2013 and will terminate on March 31, 2018.
This program may be altered or discontinued without notice by the Minister of Agriculture and Forestry.

ADMINISTRATION
This program is administered by the Prince Edward Island Department of Agriculture and Forestry.
