The role of the Provincial Health Services Authority (PHSA) is to provide leadership in delivering acute and specialized provincial services to improve the health and well-being of citizens. The creation of the PHSA brings the planning and delivery of these provincial acute and specialty services together under one organization with a clear focus on quality, access and improved planning and utilization of these services.

PHSA Structure



WHAT WE DO


The PHSA is administratively structured into three front-line service delivery divisions ( Queen Elizabeth Hospital, Prince County Hospital, and Mental Health and Addictions) and three corporate divisions (Medical Services, Finance and Support Services, and Corporate Planning and Development).

An Advisory Council has been established consisting of a representative from each of the Regional Health Boards, as well as the PHSA CEO and the Deputy Minister of Health and Social Services. The role of the Council is to provide advice to the CEO in the delivery of acute and specialized provincial services to the people of Prince Edward Island. The Council meetings provide a forum to discuss opportunities to enhance integration with primary care services to ensure a seamless continuum of care for Islanders.

    Prince County Hospital



    WHAT WE DO



    This division is responsible for the delivery of acute programs and services within the Prince County Hospital. Prince County Hospital is a multi-serviced acute care facility and has a range of services and programs that support both inpatient and outpatient care.

    The new Prince County Hospital became fully operational on April 4, 2004. The new facility is approximately 30 per cent larger than the existing Prince County Hospital with a wide range of inpatient, outpatient and community based health and wellness services. The new hospital includes more specialty services and has increased emphasis on the delivery of ambulatory care services.

    Queen Elizabeth Hospital



    WHAT WE DO



    This division is responsible for the delivery of acute programs and services within the Queen Elizabeth Hospital. The QEH continues to serve as the major referral center for specialized hospital services. The hospital is a multi-serviced acute care facility that provides both community services and specialized provincial services. The hospital supports both inpatient and outpatient care.

    In October, 2003 a Linear Accelerator for the PEI Cancer Treatment Centre and a Magnetic Resonance Imaging unit (MRI) became operational. As a result, Islanders now have access to a full cancer treatment centre and increased access to high standards of medical diagnosis. Out-of-province requirements for MRI scans will be reduced by 90 per cent and referrals for cancer treatment by at least 90 per cent.

    Medical Services



    WHAT WE DO


    The role of Medical Director includes a focus on improving clinical utilization, examining and recommending best medical clinical practices, facilitating physician recruitment, coordinating administrative requirements for salaried physicians and representing physician perspective in the development and implementation of strategic and operational plans. The Medical Director is a liaison between physicians and management/staff to ensure appropriate communication of medical clinical issues.

    Corporate Planning and Development



    WHAT WE DO


    This division is responsible for a range of services in the areas of human resources, results measurement, accreditation, policy and planning and communications. This combination of programs and services enable PHSA to operate more effectively with proactive organizational and human resource development and evidenced-based decision making. This division also plays a key role in defining and establishing a corporate culture throughout PHSA while recognizing distinctive qualities and strengths of each PHSA facility. The division works to ensure staff have the appropriate supports for the delivery of high quality services.

    Finance and Support Services



    WHAT WE DO


    This division represents the business arm of the PHSA, providing financial leadership in all activities related to budgeting, financial analysis, forecasting, planning and auditing. This division is also responsible for the delivery of nutrition, maintenance, environmental and information technology services to the four PHSA facilities. The division is also responsible for gaining possession of needed supplies and materials (procurement) and materials management processes for PHSA and the Queens and East Prince Health Regions. Although support services such as environmental, nutrition and maintenance services will be delivered on-site, they are planned and managed corporately in order to enable the line divisions to focus on care delivery.

    Mental Health and Addictions



    WHAT WE DO


    This division is responsible for the delivery of provincial in-patient addictions and mental health services as well as the delivery of out-patient addiction services for the Queens Region.

    An Addictions/Mental Health Review is underway to complete an internal review of programs and services of the Provincial Addictions Treatment Facility in Mount Herbert. This initiative is part of an ongoing commitment to ensure that the facility is responsive to both provincial and regional needs, that addictions services are in line with the standard best practice treatment programs and that effective service linkages or protocols with Mental Health services are in place.


    Addiction Services Addiction Services offers a range of programs and services, including detoxification services, rehabilitation services, family counselling, a non-residential adolescent program, long-term care for men and women, and a shelter service for the chemically dependent recidivist.

    Hillsborough Hospital



    WHAT WE DO


    
    As the provincial in-patient psychiatric facility, Hillsborough Hospital’s mission is to offer specialized acute and long-term treatment and rehabilitation to the people of Prince Edward Island who have enduring mental illness, persons with mental handicaps and psychogeriatric patients. In addition, the hospital provides day services to former patients.

    Services at Hillsborough Hospital are provided to:

    1. Patients with acute and sub-acute mental illness
    2. Psychogeriatric patients
    3. Patients with sustained and enduring mental illness
    4. Patients with intellectual disabilities with concurrent mental illness- behavioral management
    5. Patients with addictions complicated by psychiatric symptoms

      Provincial Addictions Treatment Facility



      WHAT WE DO



      The primary objective of the Provincial Addictions Treatment Facility is to provide safe, medically supervised detoxification from all mood altering chemicals, education in the nature of addiction and motivation to further treatment. The centre in Mt. Herbert has 25 detoxification beds and 16 rehabilitation beds and admits both men and women from across Prince Edward Island. Adolescents in emergency situations, who require short-term observation and medication during withdrawal are also offered detox services.

      Provincial Addictions also operates residential units.

      Lacey House provides a 24 hour supervised therapeutic, safe, structured home-like environment to assist women in maintaining a chemical-free lifestyle. Residents receive information on methods to confront chemical dependency and also learn life skills, healthy relationship biulding and parenting skills. Residends are provided counseling for women's issues related to the challenges of coping with life and to develop skills in relapse preventions.

      Talbot House is a residence for men where they receive chemical dependency treatment and fellowship to support their sobriety so they can regain dignity and confidence. While in residence, men participate in an active treatment program through information sharing, group therapy and individual counselling. Self-discipline, life skills and coping mechanisms are also stressed.

      Deacon House, located on the grounds of Hillsborough Hospital, provides overnight shelter for adult males who abuse substances or have a chemical dependency. Clients are often intoxicated when they arrive at the Shelter Unit however, all clients must be medically stable and non-aggressive. While the purpose of Deacon house is to provide food, shelter and care and it is not a treatment facility, during their stay clients will receive information about addiction treatment and detoxification programs.
