Private Training School Instructor Authorization: Requirements and Process

To instruct in a registered private training school a person needs a license called an Instructor Authorization which is issued by the Administrator of Private Training Schools.

REQUIREMENTS for an Instructor Authorization

A - one of these combinations of training plus work experience:

relevant to subject of instruction
(a) university degree relevant to subject area
12 months
(b) community college diploma, relevant to subject
24 months
(c) registered private training school diploma, relevant to subject
24 months
(d) high school diploma or equivalent (e.g. GED)
48 months

Alternatives:

(e) 36 months of teaching experience in the subject area of the course/program

(f) Approval as an instructor by another government department where such legal authority exists. In particular, Highway Safety’s approval of truck-driving instructors; flight instructors licensed by Transport Canada.

(g) Temporary authorization -- for exceptional circumstances only: the Administrator may approve temporary employment -- for a limited term, and possibly with conditions -- as long as the person is believed to be proficient.

B - Occupational Certificate/License

In certain occupations a person must have a government-recognized license or certification in order to work. Particular examples are flying, truck-driving and hairdressing. An instructor in these training programs must have that valid license or certification.

C - Fee

A one-time $35.00 fee, payable to the Provincial Treasurer, is required with the application form. There is no charge if you hold a Teacher’s Certificate under PEI's School Act.

PROCESS for Obtaining an Instructor Authorization

1. Application

The private training school applies on behalf of the person, using the standard form and providing the $35.00 fee. The school must specify what courses or program areas the person is meant to instruct. The application must show enough detail, particularly in the work-history aspect, so that the Administrator will know how many months of experience have been spent in work that is directly relevant to the area of instruction.

2. Assessment

The Administrator will confirm the qualifications of the potential instructor for:
- the proper training and experience requirements
- relevance to the subject area to be taught
- validity of the credentials
If there is any uncertainty, the Administrator may contact others - for instance, the school, the proposed instructor, a previous employer, or the issuer of the diploma or certificate.

3. The Authorization

The Administrator will issue a formal Instructor Authorization certificate naming the school and specifying the particular courses or program areas the person may instruct. The Instructor Authorization and a receipt for the $35.00 fee is then sent to the private training school.

4. Later Changes

  • If an instructor acquires further qualifications and is assigned to instruct in other subject areas, the school contacts the Administrator, who can assess the additions and issue a new authorization.
  • An instructor's authorization is limited to the particular school named on the certificate. It is cancelled when the instructor stops working at that school. There must be a new application if the person wishes to instruct at a different school.
5. Temporary Authorization

Under exceptional circumstances where the need is urgent but no fully qualified instructor is available, the Administrator may issue a Temporary Authorization which is an approval for a proposed instructor who lacks the proper qualifications. The school is required to demonstrate that a fully qualified person was unavailable (e.g. by advertising).

A Temporary Authorization will specify a time limit (such as 6 months) and perhaps some condition (e.g. supervision required).

To continue the arrangement, the school would have to re-apply before the expiry of the term. The Administrator would check with the school about the continuing need and satisfaction with the employee, and could extend the temporary permission for another period.
