Thinking of Operating a Private Training School
The Private Training Schools Act requires that anyone who is going to offer career training to prepare persons for an occupation must register – that is, become licensed by the Province – as a private training school.
The aim of the law is to ensure that occupational training meets a set of standards and requirements which will protect students against getting ‘stranded’ by the school’s failing part-way through their training, and against receiving unsatisfactory preparation, below expectations in the industry, which would not be respected by employers.
A secondary purpose is served by this regulatory system: from an operator’s perspective, it helps to shield a responsible, well-run school against undercutting by substandard trainers.
Becoming a registered private training school is quite an undertaking. A would-be school operator faces an investment of money plus considerable time and effort, usually over several months. Registration involves furnishing a lot of information, following standard policies and administrative practices, getting approval of curriculum and facilities, fire and public health inspection, authorization of instructors, a certificate fee, purchase of a security bond, and so on.
Not all training is subject to regulation: there are some provisions for exemption. A training program may not be what the law considers to be a private training school, or there may be another factor which makes it unrealistic to apply the law. That is why the first step in investigating registration is to deal with the Administrator of Private Training Schools to discuss the basic facts: the clientele, subject matter, purpose, length or scale of the training, and several other considerations ... so as to determine whether registration is required or not.
