Meet the Commissioner

Horace Carver, Q.C. is a lawyer in Charlottetown.

He served three terms in the Prince Edward Island Legislature with roles as Attorney General and as Minister of Community and Cultural Affairs.  He was also a Government House Leader.

Mr. Carver was active in the drafting and passage of the original Lands Protection Act more than thirty years ago.

Between 1980 and 1982, he was a Prince Edward Island representative at the Federal/Provincial Constitutional Conferences and strongly advocated the constitutional right of Prince Edward Island to control land ownership inside our province.

Mr. Carver is a member of the Canadian Bar Association, the Law Society of Prince Edward Island and is active in his community, having served as a past Chair of both the Queen Elizabeth Hospital Foundation and the Prince Edward Island Rural Beautification Society.
