On the 17th of April 1855, Sir Thomas Daly, the Governor, gave his assent to an Act incorporating the town of Charlottetown. On August 7, the first Council was elected and was composed of Robert Hutchinson as Mayor and 2 councillors for each of the 5 wards. In the beginning Council was to meet 4 times a year for no more than 3 consecutive days. By 1888 Council was meeting on the 2nd Monday of each month. Improvements in the Council resulted from the increased number of its meetings and the reduction in its composition from ten to eight councillors in 1891. Source: Callbeck, Lorne C.
