Biographical history

Responsibility for the interaction of federal and provincial concerns in Prince Edward Island has rarely been vested in any one particular government body or department. Rather, over the years, various officials such as the Premier, Attorney-General, Provincial Secretary and Treasurer, members of the Executive Council, or a Minister of the provincial cabinet have been assigned to intergovernmental affairs. These individuals or bodies dealt with matters pertaining to joint federal and provincial concern such as financial reponsibilities and funding to the provincies for various programs including unemployment and social assistance, health care, transportation and provincial subsidies. They were also involved in issues and policies of national importance such as the Canadian Constitution and Royal Commission inquiries into the relationship between the provinces and the federal government.

Scope and content

This fonds consists of conference reports, speeches, addresses, briefs, correspondence, minutes and agendas of several Dominion-provincial conferences held mostly in Ottawa between 1902 and 1969; Royal commission reports, proceedings and correspondence, on subjects of national and provincial concern; records pertaining to various federal Relief Acts which provided funding for unemployment and social assistance in several Prince Edward Island communities during the 1930's and early 1940's, as well as statistical reports for National Assistance programs. Also included are numerous financial statistical reports regarding national and provincial accounts, financial statements of expenditure and revenue, etc and some miscellaneous material concerning issues of importance to Prince Edward Island and the government of Canada. This fonds divides into the following series: conference files, Royal Commission files, relief files, Dominion-provincial financial statistics, and a miscellaneous series.
