Cap 4 of the 1871 Statutes of Prince Edward Island authorized the construction of a 3' 6" gauge railway connecting Alberton with Georgetown, touching at Summerside and Charlottetown with extension to Souris and Tignish. As part of the terms of confederation in 1873 , the railway became the property of the Dominion Government. Branch lines between Emerald Junction and Carleton Cove and between Charlottetown and Murray Harbour were opened in 1885 and 1905 respectively. A further branch from Harmony to Elmira was authorized in 1908. Between 1919 and 1926 the gauge was converted to standard gauge. Under Dominion Order in Council P.C. 115, the Prince Edward Island Railway was entrusted for management and operation to Canadian National Railways.
