PURPOSE

1) To facilitate installation of essential utilities.

PRINCIPLE

2) Persons in need may not have the resources to cover deposit, installation or connection fees.

POLICY

3) Utility installation or deposit fees may be allowed where required to obtain service of the utility.

4) Recovery of all such costs is required.

PROCEDURE

5) Installation/connection/deposit fees are considered "advances" and collected as "overpayments".
