Transition to the Harmonized Sales Tax (HST)

Effective April 1, 2013, the Province of Prince Edward Island will implement the harmonized sales tax (HST).  HST will replace the current provincial sales tax (PST @ 10%) and the federal Goods and Services Tax (GST @ 5%).

Under HST, the provincial portion will be nine percent (9%) and the federal portion will be five percent (5%) for a combined rate of 14%.

The International Registration Plan (IRP) is a registration reciprocity agreement between the United States and Canada, providing for payment of licence fees on the basis of total distance operated in all jurisdictions. The fees are divided among the IRP jurisdictions through which the vehicles travel and allow movement on inter-jurisdictional and intra-jurisdictional basis.

Typically, vehicles (including buses) over 11,794 kgs or power units having three or more axles, regardless of weight; that wish to travel in two or more jurisdictions must register under IRP.

The unique feature of this plan is that, even though license fees are paid to the various jurisdictions in which fleet vehicles are operated, only one (1) license plate and one (1) cab card is issued to each fleet vehicle when registered under the plan. A fleet vehicle is known as an apportionable vehicle and such vehicle, so far as registration is concerned, may be operated both inter-jurisdictionally and intra-jurisdictionally.

The Issuance of registration documents is not a waiver of the requirements for any IRP jurisdiction in respect to obtaining operating authority, fuel permits or numbers of financial responsibility.

It is the purpose of this agreement to grant reciprocity to apportioned fleets of vehicles and to provide the continuance of reciprocity granted to those vehicles that are not eligible for apportioned registration under the terms of this agreement.

IRP was implemented in Prince Edward Island on April 01, 2001.
