Driving on PEI | Graduated Driver Licensing Program | Out-of-Province Drivers' Licence Exchange
If you live in Prince Edward Island and want to drive, you must have a Prince Edward Island driver's licence. The process to get a driver's licence depends on if you are a new driver or if you have had a driver's licence before.
New Drivers
If you are 16 years or older, you may apply for an Instruction Permit at any Access PEI location.
An instruction permit allows you to drive under supervision to receive instruction. This type of license is valid for two years.
The Graduated Driver Licensing Program (GDL) is a system of licensing that gives new drivers the opportunity to gradually move into higher risk driving situations after gaining experience in lower risk situations.
Testing Requirements for a Driver's Licence
A written or oral exam, road sign, driving, vision test and Novice Driving or Driver Education Course is required for first-time drivers.
An eye test is required if your license is expired more than one year.
Driver's Licence Renewals
All regular driver licence renewals must be made in person at Access PEI.
Drivers whose licence will expire when they are outside Prince Edward Island can renew their licence five months before the licence expiry and before they leave the province.
If you are out of the province at the time your license expires and will be returning within six months then you may be sent a one-time license extension valid for up to a maximum of six months. This allows you to drive while you are away or to exchange your license in another jurisdiction.

If a license has been expired for more than one, but fewer than three years, then you must visit an Access PEI location to complete a vision test. If your license has been expired for more than three years then you must pass vision, knowledge and road tests.

Out of Province Driver's Licences
You may drive in PEI with a valid driver's licence from your home jurisdiction and/or (if required) an International Driver's Permit for a period of four months from the time you become a resident. An International Driver`s Permit must accompany a foreign license if the foreign license is not in English or French.
Those attending university or college full-time are not required to exchange their Out of Province driver`s license and may drive with their foreign license as long as it is valid and accompanied by an International Driver`s Permit, if required.Any person who is not a permanent resident, as defined in the Immigration and Refugee Protection Act (Canada) and is employed in this province in the agricultural or fishing industry pursuant to a Guest Worker Program administered by the Government of Canada and holds a valid foreign driver`s license equal to a PEI Class 5 and an International Driver`s Permit may operate a vehicle in this province that requires a Class 5 driver’s license for a period of not more than eight months in any one year.
Types of Driver's Licences
Prince Edward Island has different licences depending on the kind of vehicle you want to drive. Licences are valid for three years and expire on your birthday.
Class 1 - Any tractor-trailer or truck-trailer combination
Class 2 - Buses over 24 passengers
Class 3 - Straight truck and trailer combination over 14,000 kg
Class 4 - Buses under 24 passengers, taxis and ambulances
Class 5 - Any motor vehicle not exceeding 14,000 kgs towing a vehicle not exceeding 4500 kgs
Class 6 - Motorcycles
Class 7 - Learner's permit
Class 8 - Mopeds
Class 9 - Farm tractor permit
Driver's Licence Fees
The fee for a driver's license is $70 for a three-year period.
A written, vision and driving test is required for all foreign driver`s licenses that are expired for more than one year and required for all Canadian driver licenses expired more than three years.
