This series consists of files related to Senator Phillip's duties and activities as Whip. It has been divided into two subseries: the administrative files and Renovations to the Senate.
The function of party Whips in the Senate, as in the House of Commons, is to keep members informed of Senate business, the schedule in Chamber and in committees, and to ensure quorum. Senator Phillips served as Government Whip from 1984 to 1991 and was a member of the Joint Committee on Renovations to the Centre Block and Parliamentary Accomodation which oversaw the extensive renovations of the Senate carried out during his tenure as Whip.
